The Procurement & Supplies Unit (PSU) at National Airports Corporation Limited is certified to category “B” with a threshold of ZMK 30,000,000,000.00 for works, goods and services and ZMK10, 000,000,000.00 for consulting services. Since the Corporation is a parastatal body, the procurement process is subject to the provisions of the Public Procurement Act No.12 of 2008.

All procurements with an estimated value of above ZMK500,000,000.00 shall be undertaken by using open bidding or open selection method. The prospective bidders shall be required to pay specified non refundable fee for the bidding document and submit sealed bids not later than the stipulated date and time in the Invitation to bid.

All procurements with an estimated value of up to ZMK500,000,000.00 shall be undertaken by using simplified bidding (informal tendering) method. The submitted bids shall not necessarily be sealed.

Tender Procedures
The Zambia National Tender Board, in this series of Procurement Guidelines, has codified and issued the existing procurement procedures and practices in Zambia to assist Government and parastatal institutions carry out procurement in a consistent and efficient manner. The guidelines are applicable to all public sector procurement and derive their authority from the Zambia National Tender Board Act, Cap 394 of the Laws of Zambia and any Regulations made there under.

Tender Notices
The advertisement of tender is done by the Procurement & Supplies Unit (PSU) at National Airportsand the notice includes: 

•     Time and place where tender documents are obtainable. 
•     Time, place, date and mode of submission of application as well as opening of tender. 
•     The right of management for acceptance or rejection of tenders. 
•     Detailed description of goods and services and estimated quantities

Publicity of Tender Notices
Open of public tenders are advertised in the leading newspapers, and our Website through the Zambia National Tender Board in accordance with the statutory act.  Adequate time of about six weeks (this may vary according to the nature of the items) is provided in the tender notice so that suppliers may participate.  These tenders are open to all inclusive of foreign suppliers.
